It seems that virtually all new construction or pre-constuction condos purchased during the condo boom are significantly underwater now that the bubble has burst.

Many purchasers (whether they be considered potential homeowners, investors or speculators) backed out of their contracts rather than close on what was invariably a significantly underwater property.  Some walked away from deposits while others had them refunded – or partially refunded.  Now that the dust has at least partially settled, many of those that have closed are seeking an exit strategy.
